The New York State Electric and Gas's Keuka Closure Project involved the decommissioning of the hydroelectric plant and the partial removal of the 100 foot wide power canal between the two lakes.

Thornton Engineering’s role in the project included the design of an 80 foot wide flood control structure across a portion of the canal bed.

The reinforced concrete structure was designed as a weir structure to serve a number of functions.
